The British Legion, now the Royal British Legion (RBL), was founded by Earl Haig, formerly Commander-in-Chief in France, in 1921

Registered in Hong Kong in April 1921, a month before the Legion was founded in London. The Royal British Legion (Hong Kong & China Branch) exists so that no veteran in Hong Kong meets old age, loneliness, ill health, or hardship in isolation.
We serve the locally enlisted personnel of Hong Kong, veterans of the Royal Navy, the Army and the Royal Air Force, the Gurkhas, and the Volunteers Regiment, together with veterans of Commonwealth and NATO forces who have made this city their home. Their families are members of this community in their own right, not by association.

 Our work rests on four pillars.

 

Welfare - Practical help when it is needed most: from financial hardship and mental resilience to care in the community and nursing support at home. It exists so that no veteran in Hong Kong meets old age, loneliness, ill health, or hardship in isolation. Nor do their families.|

Comradeship - The enduring bond forged through shared service, sacrifice, and support a loyalty that outlasts the uniform. It is the lunches, the happy hours, the dinners and the sport that keep this community together: veterans and their families standing alongside each other, so that no one faces life's battles alone.

Commemoration - Preserving the record of service in Hong Kong - the locally enlisted, the Gurkhas, the Volunteers, and all who defended this city. It keeps their names and their stories from fading into silence and carries them intact to the generations who never knew them. That record is our oldest duty.

Ceremony - Remembrance Sunday at the Cenotaph, and the services through the year that hold that record in public view. Performed exactly as they should be, these occasions carry military heritage into civilian life, give veterans and their families a place to stand with pride, and honour service with precision and decorum.

We remember, always.

Structure


The Branch is a registered charity in Hong Kong, managed by a small group of volunteer Office Bearers who serve as its Directors and are advised by a General Committee drawn from experienced members of the wider community. The Office Bearers hold fiduciary responsibility under Hong Kong law. This is a working board, not a ceremonial one.

The executive team delivers this work under their direction: a General Manager, a Head of Welfare and a Head of Finance, supported by Managers for Membership, Facilities, Education and Welfare. Four sub-committees underpin it - Welfare, Finance and Investment, Education Bursary, and Ceremonial.

The Branch is part of Hong Kong's wider veteran family, working alongside the Hong Kong Ex-Servicemen's Association, the Hoi Luen Society, the Royal Hong Kong Regiment (The Volunteers), the British Gurkha Ex-Servicemen's Association and the WWII Veterans

Filings and reports

As a registered charity in Hong Kong, we account for every dollar we raise and spend.

The Branch is registered with the Companies Registry. Our accounts are independently audited each year and filed with the Inland Revenue Department, and our Poppy Appeal is conducted under license from the Hong Kong Government.

Annual reports and audited financial statements are published here each year, once approved by the Directors.

Meet the RBL Team

Behind the RBL in Hong Kong is a dedicated team, and it is valuable to recognise their identities. The RBL is overseen by three directors: Steve Tait (RN), Albert Lam (Army), and Rob Jones (RAF); they collaborate with Daniel Chui (Army), our General Manager, who manages daily operations with a focus on the ESA, comradeship, and ceremonial activities. Rochelle Smalley (RAF) serves as our Head of Welfare, the lead nurse, and has developed the new welfare and outreach program. She and her team, including Jason Wong, are responsible for door-to-door visits, hospital bedside support, and assisting the broader group of outreach officers, nursing volunteers, and committee members who volunteer their time selflessly.

Sharon McEneff serves as the Head of Finance and Company Secretary; she, along with her team, oversees all financial transactions, procurement of goods and services, facilitates the Investment Committee, and ensures that the charity meets its obligations and beyond. Cathleen Ma, a recent addition to the team, is responsible for membership. This year, she is focused on restructuring the entire membership process; she manages systems, websites, communications, membership cards, and provides support for events. Carla Butler (RAF), also a newcomer, assumes the roles of Head of Bursary and Education as well as HR. Her responsibilities include designing and managing our bursary and education programs, with a focus on Veterans, their children, and grandchildren.

We have Carmen Leung serving as the HKESA Officer, responsible for supporting Albert Lam with HKESA activities and acting as the primary point of contact at the CSW clubhouse. Additionally, we are pleased to welcome Mr. Martin Weir (Army) and Mr. Stevie [name] (Army) to their roles as Assistant Bar and Facilities Managers. They are charged with overseeing the management of the WW2 Veterans Association and CSW clubhouses, offices, bar operations, stores, and events.

The majority of us have served. All of us are present for the same purpose.
