Governance

The Branch is managed by a limited number of Office Bearers serving as Directors, who bear fiduciary responsibilities for the charity in accordance with Hong Kong law. They are required to possess Hong Kong Identity Cards, reside within Hong Kong, and must not be employed by the charity.

The Directors are supported by a General Committee comprising volunteers from various segments of Hong Kong's veteran community, including representatives from the Royal Navy, Army, Royal Air Force, and the broader community that offers support to them. Committee members serve in a voluntary capacity without compensation.

The Welfare, Finance and Investment, Education Bursary, and Ceremonial sub-committees hold delegated responsibilities and submit reports to the Directors and General Committee.

A signing and approval matrix regulates expenditure and banking authority. Payment workflows necessitate dual authorization.

The Branch maintains a comprehensive policy framework encompassing governance, risk management and security, human resources, financial controls, and ceremonial conduct. All policies are subjected to legal review prior to their adoption.

The accounts are subjected to independent audits, and the Branch maintains insurance coverage appropriate to its activities.
